在德国召开的八国峰会已经过去两周了,人们仍然认为海利根达姆(Heiligendamm)创造了一个政治奇迹。在他们看来,此次八国峰会挽救了三件东西:世界气候、非洲大陆和美俄关系。

说世界政府在波罗地海沿岸举行会议似乎并不为过。在欧盟面前,乔治·W·布什完成了从臭名昭著的气候罪人到保护者的转变。事实上,有大胆的观察者把布什的改变认定为欧洲在世界政治中扮演新角色的确凿证据。但真正的奇迹并没有发生。恰恰相反,八国峰会要不想变得无关紧要,才真正需要奇迹的出现。

大洋彼岸的美国民众比旧大陆上的欧洲民众更为虔诚,但他们当中相信海利根达姆奇迹的人却远没有那么多。事实上,美国人对峰会抱有一种漠不关心的态度。究其原因不只是公众被小报当前的热门人物¾豪门女帕丽斯·希尔顿(Paris Hilton)抓住了视线,还因为美国人现在对布什总统的唯一期望就是他能够早日卸任。人们公认布什不具备当总统的能力,并由此认定这次峰会做不出任何真正的决策。
