在当今欣欣向荣的世界经济中,大多数发展中国家都在快速成长。然而这却并没有减轻消除发展中国家和发达国家在收入方面的巨大差异的压力。这种差异主导着半个多世纪以来的全球辩论。

国际间的不平等在三十年前就已非常严重,而自那以后情况就更加恶化了。这一趋势最令人揪心的特点就是在二十世纪的最后十年出现的许多(国家)“增长崩溃”。只有少数发展中经济体(东亚、印度)能够保持高经济增长率。

但现在又有另一种国际收入分化的情况需要我们加以注意。自从1980年以来,发展中国家间的收入差距也在拉大。正如最近的一份联合国报告《2006世界经济和社会调查》中所揭示的,这种“双分化”给发展中世界的经济增长给出了四个关键性的教训。
