审判米洛塞维奇并非徒劳

而且,二战后的法庭是战争胜利者审判战败者的法庭,而且那些遭到起诉的人已经被拘押。与此相反的是,前南国际刑事法庭却没有能力自己来逮捕被告。它必须依赖于说服手段来确保其他方面的合作,而在有关波斯尼亚战争两个最为臭名昭著的的被告,即卡拉季奇和姆拉季奇的问题上,其他各方仍旧不予以合作。
