各出奇招,实现中东和平

发自拉马拉——某种难以言表的变化正在中东冲突中涌动,虽然冲突各方似乎依然坚守着自己的传统立场,但一场突破性的进展却显然近在咫尺。阿拉伯联盟为巴勒斯坦和以色列之间的间接对话开了绿灯,而在不同场合召开的几场巴勒斯坦领导人会议也批准重开会谈。平常惯于兴风作浪的巴勒斯坦首席谈判代表萨厄布·伊莱凯特变得异常低调,连巴勒斯坦总统马哈茂德·阿巴斯都以乐观的态度接受了以色列电视台的采访。

但以色列方面却仍未公开答应美国和巴勒斯坦关于停止在耶路撒冷兴建犹太人定居点的要求,而此项要求是在美国副总统乔·拜登最近的以色列之行中敲定的。恰恰相反,以色列官员不但否认有巴勒斯坦所声称的所谓美国-以色列秘密协议存在,还明显试图继续推进东耶路撒冷地区犹太人定居点的兴建。这其中究竟有何猫腻呢?

对于初次接触以巴冲突的人来说,我们实际上又再次进入了前美国国务卿亨利·基辛格所谓的“建设性分歧”的范畴中。巴勒斯坦人已经从美国总统奥巴马的特使乔治·米切尔处得到了承诺,保证以色列人不会在未来4个月的间接谈判中作出任何“挑衅行动”。但在外界要求明确这一事件的压力之下,巴勒斯坦人也承认并未得到任何关于这项措施的书面承诺。
