当前,为重新恢复“路线图” 以最终解决巴以冲突以及巴勒斯坦建国所作的努力 还仅仅停留在初级阶段。最近在伦敦举行的以支持巴勒斯坦政权改革以及与以色列恢复谈判为目的的国际会议,就是初级阶段的努力之一。

尽管那并非必需的调解之道,我还是建议:巴勒斯坦目前需要的是合作伙伴。在与以色列的冲突中,约旦一直是他们的历史伙伴。

这种合作关系从未有过破裂。约旦与以色列签署的和平条约的第三和第八条款明确将难民问题作为一个主要的亟需解决的问题,同时还引证了越国界管理和耶路撒冷未解决的状况。在和平进程中,约旦并非置身事外,而是其中必不可少的一部分。
