爱尔兰的样板危机

发自都柏林——爱尔兰如今已经开始脱离由欧洲议会,欧洲央行和国际货币基金组织为负债国家联合构建的“紧缩换援助”框架,并在整个货币联盟中实现了率先复苏。对此包括前欧洲央行主席让-克劳德·特里谢(Jean-Claude Trichet)在内的欧洲政策制定者们建议将该国对紧缩政策的坚定承诺树立为值得他国仿效的样板。

这是真的吗?别忘记不久之前爱尔兰的经济奇迹也曾被视为样板——1997年《经济学人》杂志甚至将其盛赞为“欧洲的明灯”——以至于连中国和以色列这样截然不同的国家都纷纷效仿。随后这个国家又成为了一个如何不去管理资产泡沫并随后演变成一场银行危机的样板。虽然脱离欧洲援助项目无疑是成功的,尤其是对比2010年时该国的悲惨状况之后,但没有人会想去经历当时爱尔兰所遭遇的一切。

大多数爱尔兰人也不会接受将自己的国家树立为紧缩政策样板的看法。而该国重新成为焦点的事实其实反映出了欧元区政策制定者经济思维的混乱,以及智库机构和国际组织愚蠢的仿效行为。一个真实的社会经济样板应当围绕着一个根深蒂固的“做事方式”——事实上,这个样板是如此地根深蒂固,正如被大肆鼓吹的北欧模式那样,根本没法在别处复制出来。
