东非的繁荣鸿沟

内罗毕——近年来,“非洲崛起”的说法为某些人所接受,又为某些人嗤之以鼻。但所有人都不反对社会工作者所谓的“包容性”——即社会成员可以享受得到的繁荣。支持者说有了它非洲将会崛起。怀疑者则说没有它非洲的崛起并不真实。

非洲的未来就是如此简单。没有社会契约意识——也就是分享进步的观念——经济往往会陷入动荡甚至土崩瓦解。经济学家杰弗里•萨克斯在其著作《文明的代价》中坦言“听任大批民众落入贫困陷阱是任何期待实现繁荣的社会所不能承受之重。”

在上述背景下,内罗毕国际发展协会(SID)新发表的一份报告的确发人深省。报告的结论是:没有社会各界的经济发展,非洲崛起——尤其是东非崛起——将永远没有可能。
