但乌克兰的不团结是显而易见的。东乌克兰与俄罗斯的语言、文化和经济联系十分紧密,而西乌克兰则更倾向于欧洲大陆。乌克兰的某些地区从历史上看就是俄罗斯、波兰或奥斯曼帝国的领土。索契冬奥会上所描述的十八世纪引领俄国西化进程的彼得大帝曾与克里米亚的鞑靼人作战,而鞑靼人的很多后裔被斯大林分散到前苏联的其他地区。有人担心乌克兰可能陷入分裂。
