墨西哥能源改革得力

墨西哥城—墨西哥在未来十年中很有希望成为拉丁美洲经济明星。墨西哥政府最近对能源部门的改革将降低制造业成本,直接有利于经济表现。在北美自由贸易协定(NAFTA)框架下,由此带来的制造业竞争力提升有望大幅提振墨西哥经济增长。

在政府实施必须的宪法修正案和相关立法之前,墨西哥能源部门完全是国有性质。该部门最重要的组成部分——墨西哥石油公司(Pemex)拥有墨西哥全部油气储备,并独家全权负责勘探、生产和零售。发电和输电也完全控制在政府手中。

墨西哥石油公司技术水平平庸,这意味着它无法充分开发和利用墨西哥巨大的油气资源。墨西哥有很多石油储备需要墨石油所不具备的深水钻井技术。还有许多停产旧油井,若有现代技术可以实现复产。还有一些潜在油气田,只有运用致裂技术和水平钻井技术才能生产。
