大熔炉还是经济崩溃

由于担心来自中欧及东欧新成员国的流动工人的入侵,欧盟各老成员国纷纷高筑屏障以阻止这样的人流。尽管欧盟高谈阔论开放市场的原则,但对于新成员国的大多数公民来说,劳动力的自由流动至少在未来7年还不会成为现实。

这样的政策在政治层面上可以理解但却有硬伤。欧盟的关键成就之一就是货物和输入(inputs)的流动性。没有了这样的流动欧盟会是怎样的一个联盟呢?否则,新成员国们除了受到来自布鲁塞尔的官僚主义喋喋不休的侵扰之外,究竟还能从成员资格中得到什么好处呢?

考虑到新成员国加入欧盟之前的高期望值和欧盟吝啬的现实态度,即使一种反欧洲的情绪很快在上述国家滋生也不足为奇了。这就像是饮鸩止渴:对新成员国的歧视本身就会给欧盟造成政治问题。
