纽波特海滩—8月份是欧洲的传统假期月,许多政府官员有好几个星期不用上班。在此期间,重要措施会暂时收起,直到9月初的“大回归”(great return)。

今年,欧洲在8月按下暂停键又有了新理由。德国大选即将到来,没人想破坏首相默克尔可能到手的胜利。毕竟,德国是欧洲走向的关键因素,而在过去几年里,默克尔的坚定领导让欧洲大陆克服了一系列挑战。因此,许多人迫不及待地暂停了任何有争议的政策决定,不去影响默克尔的政治前途。
