好消息是欧洲领导人似乎认识到了追求知识的价值。在分配2014—2020年欧洲预算资金时,欧盟各国政府明智地决定增加教育和研究经费——这也是唯一的经费增加领域。这一捍卫教育和研究经费的承诺应该体现在各个层次的决策中。
