在美国,国会预算办公室预测社会保障计划的老龄退休福利的相对成本将在未来25年中增加四分之一以上,到2038年,其占GDP比重将从今天的4.9%上升为6.2%。被用于支持社会保障的税收并不能自动地以比GDP更快的速度增长,因此,要么必须让退休福利增长降下来,要么必须让税率升上去。

退休福利快速增长的一个原因来自其根据通胀调节的办法。在现行美国法律下,退休者的退休金自动根据传统消费物价指数(CPI)的增长而调整。但专家们早已知道CPI会高估生活成本的真实增长,由此产生的退休金的过度指数化应该予以纠正。
