华沙—欧盟的中欧和东欧新成员国被要求加入欧元区作为入盟的接受条件之一。但何时开始采用欧元引起了热议。

这不仅仅是经济上的考量,也事关对单一货币本身前景的判断。对许多人来说,自金融危机以来,加入欧盟的好处有所减少,而对波兰等潜在成员国来说,弄清楚它们一开始会处于怎样的经济环境中再决定加入能够获得最大的好处。

正式的加入标准写在1992年马斯特里赫特条约中,其中规定了政府债务、预算赤字、通货膨胀、利率和汇率的目标。但是,在任何一个给定时点,仅仅是达到这些目标(或更糟糕的,仅仅是接近这些目标)并不能构成成员资格的全部基础。事实上,马约标准的可变性引起了大量欧元区问题。只要欧元区债务继续上升,成员经济体继续两极分化而不是趋同,潜在成员国就应该先做一下压力测试看看是否能在长期经受住外部冲击、保持成员资格标准。
