当世界各国的领导人们在四年前的"千年峰会"上会晤时,他们就一系列旨在到2015年将全球贫困减少一半的远期目标达成共识。因为深知环境问题是长期经济增长、人类发展和全球稳定的核心,他们也制定了一系列环境目标。问题是直至今日,距2015年还有十年而这些目标仍未实现,解决环境问题的进程极度缓慢。我们仍然任重而道远。

例如,通过《蒙特利尔协议》逐步淘汰破坏大气臭氧层的物质就显示了国际社会同心协力的作用。据估计,该协议的签定会减少2000万皮肤癌和1.3亿白内障病例。

这样的成功应是对我们的鼓励。但现在我们应该根据所面临挑战的程度调整应对措施。我们这个世界非但不平衡,而且还处在危险之中。滥砍滥伐的现象日益严重,仅在过去十年里我们就失去了近1亿公顷的森林-这些损失大部分是由非洲和拉美的贫困农民造成的。由于没有其它办法获得土地和能源,他们被迫砍伐树木。
