布鲁塞尔——任何人在思考当今欧洲军事力量在全球事务中的价值、关系和重要性时都需要时刻牢记两点:我们要向哪里发展?我们要达到什么目的?

欧盟的目标是成为拥有独立外交政策的全球力量,这种独立的外交政策受到27个成员国的统一奉行。任何有效的外交政策显然需要有效的军事和民间资源作为后盾。

但这一目标并不意味着欧盟将与北约展开竞争。北约是一家政治军事组织,而欧盟则致力于追求国家命运。此外,强权国家的军事实力令北约获益匪浅,而欧盟则有赖于其成员国共同的自愿努力。由于两个重要原因,说北约和欧洲安全与防务政策(ESDP)互为补充恐怕更贴近现实。
