科技进步是经济进步的根本原因,但很多国家显然希望从科技更为发达国家的发明中捞取好处,这是发展早期最为实际、有效的方法,但要想达到经济发展的高级阶段,就需要进行自主研发。

所有政府都力图通过科学教育鼓励科研,但教育在这里所起的作用毕竟有限。归根结底,科学是企业的组成部分,需要对资源和人力的精确配置、需要敢于冒险的态度和为可能的巨额回报甘冒风险的精神。

通常,市场会促进创业的精神。如果存在科学的市场,科学家们就会像商人一样组成企业,其中顶尖的获得成功,其余的则最终倒闭。问题是基础科研更多地为公众利益服务,不能对使用者有所保留,这使得应用者能够以意想不到的方式渗透到科技团体之中。
