伊拉克需要政治,不是战争

美国再一次认识到了武力的局限。在伊拉克,美国拥有绝对的制空权,但却不能控制地面。它在伊拉克的介入只会引发暴力。

在布什总统认为他通过“向敌人发动战争”保护了美国人民时,有超过1700名美国士兵在伊拉克战争中死亡。这场战争还引发了对美国盟友的恐怖袭击。伦敦发生的恐怖爆炸很可能就和英国在战争中的协同领导地位有关。

当然,布什政府的错误是在对战争的算计中忽略了政治的因素,或者是盲目遵从所谓“战争是政治的另类表现形式”的格言。实际上,大多数的战争都是政治的失败,是政治想象力的失败。鉴于他们自我标榜的正义和历史及文化意识的缺乏,布什及其顾问们相信入侵伊拉克是容易的,并认为萨达姆的武装会溃不成军,而美国会以胜利者的姿态受到欢迎。但他们却未能了解伊拉克长期以来就是一个被占领和被外部势力操纵的国家。
