欧洲宪法成败的关头

爱尔兰作为欧盟轮值主席国的6个月任期即将结束。5月1日在都柏林举行的庆祝10个新成员国加入欧盟的"欢迎日"活动似乎就是爱尔兰的庆功会。这次欧盟扩大标志着欧洲在整个20世纪的分裂局面的真正结束。的确,这次扩大是欧盟50年来努力结束欧洲分裂的成果。

欧盟现在所面临的挑战就是要再一次集中精力解决当前和今后一段时间必须优先考虑的问题。它需要更紧密地联系欧洲民众,让他们明白欧洲人同心协力可以创造更多的工作机会,打击国际犯罪并确保清洁的环境,从而能够继续支持欧盟。欧盟需要在世界范围内发挥更积极的作用,不仅仅为了追求自身的利益,更是为了将欧盟立盟之本的普遍原则发扬光大。

最为重要的是,扩大后的欧盟急需一个能支持其雄心壮志的宪法和制度的框架。30个月以来,政府和议员们一直在为欧洲的新宪法而努力工作。由法国前总统德斯坦领导的制宪会议准备了一份特别草案。而欧盟各国政府-包括我和我在欧盟委员会的同事们--的任务,就是完成正式的宪法终稿。我们这周即将在布鲁塞尔会晤,会议的首要议题便是就宪法达成一致。
