华盛顿——从长远看,贸易增长与GDP快速增长相关是国际贸易理论长期坚持的原则。但我所在的世界银行正着力解决的难题是确保由贸易驱动的增长能够惠及穷人。这也解释了包括世行在内的七大多边机构首脑为什么大力支持在本月初召开的世贸组织巴厘岛部长级会议上通过贸易促进协定

可以肯定,全球贫困率已经达到历史低点,2010年极端贫困率(指按购买力平价计算生活费低于每天1.25美元的人口比例)比1990年下降了半数还多。但全球仍有超过十亿人生活在极端贫困之中。此外,脱贫工作的进展也很不均衡,东亚和拉美地区的脱贫率远高于撒哈拉以南非洲。

为应对不断变化的全球环境,世行引入了通过监控各国后40%最贫困人口收入增长来指引脱贫行动、推动持续普遍繁荣的新目标。事实上,我们正在思考发展成功的定义,以及怎样向发展中国家提供贸易相关支持。
