发自华盛顿特区——当联合国千年发展目标在明年届满之时,全世界都能看到其所取得的众多成就。无法喝到洁净饮用水的人口数量下降了一半,令1亿贫民区居民受益;教育领域的性别平等状况得到了进一步强化;数百万人拓宽了获取医疗卫生服务的途径。但我们还有很多未完成的事业;许多国家依然落后于整体发展,各国内部也存在着大量差异。

2015年后的发展议程承诺要完成千年发展目标未竟的事业,并增添了一些与社会包容、可持续性、就业、增长,治理以及合作相关的目标。而成功则不仅取决于全球领导者将过往经验应用于策划有效政策项目的能力,还在于他们寻找创新手段去资助这些项目的技巧。

最近发布的一份世界银行集团报告——2015年后的发展融资——定义了三个应当在贯彻下一轮发展议程的主要考虑因素。首先,当前大多数穷人居住在中等收入国家,还有许多居住在高收入国家。其二,对发展融资的讨论重点应当从援助数量扩展到质量——包括调动其他金融资源的能力。最后,新兴经济体已经成为了全球经济发展的重要引擎,与发展中国家的联系也日渐紧密。
