美国要到什么时候才能认识到拉美正在发生的事情呢?委内瑞拉的左派总统查维斯越来越大的影响力使整个地区都笼罩在阴影之下。一些国家,比如智利、哥伦比亚和哥斯达黎加依然还遵循着逐渐增长的经济政策和民主的体制。但是在过去一年,查维斯的盟友们在像厄瓜多尔和玻利维亚这样的国家掌了权,在其他一些国家也差一点儿就赢得了权力。在墨西哥,查维斯的崇拜者洛佩兹只差0.25%的选票就本该能赢得总统选举,甚至是终身的。

当世界上几乎其他所有地方都成功地追随着更加灵活的市场经济时,为什么拉丁美洲会转向另一个危险的方向呢?难道是一些选民没有认识到这个地区现在正经历着过去几十年来都未曾有过的经济上巨大的稳定吗?难道他们不赞赏现在单位数的通货膨胀率,相比该地区过去12年的超过300%的平均通货膨胀率?

幸运的是,这个地区至少有一半的选民是认同这些进展的;否则情况会更加糟糕。然而,左派和右派之间越来越大的分裂使得政策处于一个令人不安的停顿状态。
