所得やルーツ、偶像がなく、社会に認められたいという欲求を表現するすべを暴力しか持たない何千人もの失業した若者の存在は、フランスに限ったことではない。1960 年代の米国におけるワッツやニューアーク、デトロイトでの暴動や、1980 年代初期の英国におけるリバプールでの暴動、また近年のブラッドフォード、オールダムやバーンリーでの暴動を誰もが覚えていることだろう。同様にフランスも 20 念前に、リヨンに近い Vaux-en-Velin での暴動を経験している。すなわち、多くの発展国の共通点と、フランス独自の問題を区別することは重要である。

すべての発展国は過去 30 年間に劇的な変化を経てきた。営利主義から株主資本主義へ、国家が大幅に介入する経済からはるかに規制緩和された市場へ、1960 年代から 1970 年代の積極的で拡張的な社会政策からそういった支出を継続的に縮小する世界へ、といった変化である。
