真正的利马协议

利马—这是一个所有人都想要,但没有人会很喜欢的协议。今年的秘鲁 利马联合国气候变化会议在星期日上午早些时候、超过预期日程24个多小时、经历了最后几天的激烈争论后终于结束了。来自196个国家的谈判员最终形成了一个让世界在明年巴黎达成新全球气候协定的方案;但几乎所有人都对某些条款感到不满。

但是,许多对这一协议的批评都是无的放矢。利马协议从许多角度看都很弱。但它仍代表了迈向全面全球气候机制的根本突破。

利马会议有两个目标。第一是为2015年巴黎协定制定纲领。这一目标实现了——但只是形成了长达37页的文件,其中包括了各国在明年的协议中希望看到的所有可能选择。代表们没有尝试就不同选项进行谈判,大家都对古老的格言心照不宣——“能拖到明天的事情何必在今天做掉呢?”
