拥有25名成员国,并代表着近4.56亿人口的欧盟是多边治理的范畴内最大规模和最具胆识的一次试验。我们这个从战争的灰烬中建立起来联盟,在一个日益不安全和多极化的世界上是一支维护和平与推进合作的力量。现在欧盟委员会已准备好面对另一个巨大的挑战:12月17日,欧洲理事会将会决定在何时以及何种条件下开始与土耳其的入盟谈判。这一决定将对欧洲的未来产生根本性的影响。

由于欧盟在今年5月成功地吸纳了10个新成员国-包括8个经济发展水平低得多的前共产主义国家-有人就认为欧盟应该到此为止了。但在欧盟扩大的进程中划一条界线不但会使欧盟错失良机,对于那些位于巴尔干和其它地区的国家而言也是一种残酷的打击。对于这些国家来说,加入欧盟的前景是它们进行改革和复兴的重要动因。

希腊对此感触颇深。正是我们对欧洲的信心,作为促进和平与繁荣的催化剂,使我们与土耳其达成和解,并支持其加入欧盟的渴望。当泛希腊社会主义运动(PASOK)政府在我担任外交部长期间出台其希腊-土耳其睦邻友好的政策时,许多人都对这一与夙敌修好的政策表示怀疑。改变人们根深蒂固观念不可能一蹴而就:它需要有一个从基层到政治权力的高层进行信心塑造的,渐进式的过程。
