由于欧盟在今年5月成功地吸纳了10个新成员国-包括8个经济发展水平低得多的前共产主义国家-有人就认为欧盟应该到此为止了。但在欧盟扩大的进程中划一条界线不但会使欧盟错失良机,对于那些位于巴尔干和其它地区的国家而言也是一种残酷的打击。对于这些国家来说,加入欧盟的前景是它们进行改革和复兴的重要动因。

希腊对此感触颇深。正是我们对欧洲的信心,作为促进和平与繁荣的催化剂,使我们与土耳其达成和解,并支持其加入欧盟的渴望。当泛希腊社会主义运动(PASOK)政府在我担任外交部长期间出台其希腊-土耳其睦邻友好的政策时,许多人都对这一与夙敌修好的政策表示怀疑。改变人们根深蒂固观念不可能一蹴而就:它需要有一个从基层到政治权力的高层进行信心塑造的,渐进式的过程。
