SEOUL – Nordkorea hat nukleare Sprengköpfe hergestellt und entwickelt gerade Raketen, mit denen sie um die Welt geschickt werden können. Viele Regierungen überlegen jetzt, wie sie die weiteren Fortschritte des Landes verlangsamen oder verhindern können, und was zu tun ist, wenn diese Bemühungen scheitern.

Dies sind offensichtlich wichtige Fragen, aber nicht die einzigen. Wichtig ist auch zu verstehen, wie Nordkorea trotz jahrzehntelangen internationalen Widerstands überhaupt so weit kommen konnte. Vielleicht ist es zu spät, den nordkoreanischen Kurs noch entscheidend zu ändern, aber es ist nicht zu spät, aus den Erfahrungen zu lernen. Hier sind zehn Lektionen, die wir nicht mehr ignorieren dürfen:

Erstens wird eine Regierung, die über grundlegende wissenschaftliche Kenntnisse verfügt, moderne Produktionsmittel besitzt und den Willen zur Entwicklung rudimentärer Nuklearwaffen hat, wahrscheinlich früher oder später damit Erfolg haben.
