黑色海啸留下的教训

美国对卡特里娜飓风的反应和这场飓风给新奥尔良造成的损失令世界震惊。在2001年9月的恐怖袭击发生4年后,美国声称已经花费了成百上千亿美元做好了再一次应急的准备,但这场灾难向世界表明:美国根本没有真的准备好¾这个国家甚至无力应对一场事先已经发出了足够预警的灾难。

发生在去年12月的亚洲海啸与这场被人们称为“美国黑色海啸”的灾难有着显著的区别,因为后者给路易斯安娜州的穷人、特别是黑色人种带来了更多的灾难。随着亚齐武装为了全印尼的共同事业主动放下武器,亚洲那场灾难向世人展示了受灾者有能力弥合久已存在的裂痕。恰恰相反,同样的裂痕却在新奥尔良和美国墨西哥湾沿岸其它地区发生的这场灾难中日益严重,暴露无遗。

布什政府对飓风事件的反应证实了黑人心目中的猜测:那就是尽管他们会让自己的子女去为美国打仗,但他们不仅被美国的繁荣远远抛在了脑后,就连最最需要的时刻也得不到理解和关怀。政府发出了撤离的命令,却没有为穷人提供任何用于撤离的工具。即便救援最终来到,也与《纽约时报》专栏作家笔下的泰坦尼克式援助完全吻合:那就是有钱有权者最先获救。
