发自贝鲁特——来自世界银行,联合国和阿拉伯联盟的一份接一份报告都强调,低下的受教育程度才是导致阿拉伯世界不发达的主要原因。虽然拥有占全世界5%的人口以及极大份额的石油和天然气资源,但阿拉伯世界却总是落后于世界其他地区,并品尝着所谓“教育贫困”所结下的苦果。而如果不能在各级教育上都取得极大改善的话,那么失业率,文盲比例以及收入不平衡的状况都将持续恶化,使这一地区继续成为威胁其自身以及邻邦国家的一大祸患。

即使在最近的经济衰退之前,阿拉伯世界的失业率也达到了14%的水平——除了撒哈拉以南非洲之外这个数字堪称全世界最高。而青少年和学校毕业生群体的失业率则是这个数字的一倍不止。

与此同时,阿拉伯世界还拥有全世界最高的人口增长率,其总人口中几乎40%都是15岁以下的青少年。而据某些方面估计,全世界15-24年龄段的失业人口有1/4生活在阿拉伯世界。为了应对这些不断涌入就业市场的青少年,阿拉伯经济体必须在未来10年内创造1亿个新工作,但如果教育发展依旧滞后的话,这一目标是根本无法实现的。
