但无论具体的英国立法者们犯有何种过错,这一议题较之仅仅允许选民们“将坏蛋赶下台”更深入了一层;此处的另一个问题便是在民主国家内,成功的领导能力应如何施教与学习。一个成功的民主国家需要广泛遍布于政府与民间社会的领导能力;对领导力表现出关注的公民们不单需要学习怎样评判这种能力,并且还要知晓如何身体力行。

许多观察者指出,与其说领导能力是一种科学,不如将它视为一门艺术。优秀的领导能力关乎情境,在我所著的《领导力》一书中,我将这种技艺称为“情境智力”。有效动员一个团体的能力肯定是艺术,而非可以预测的科学;这种能力视情境而定,但这并不表示对它的研究与学习得不偿失。
