吸取伊拉克战争的教训

纽约——经济下滑已经取代伊拉克战事成为美国总统竞选中的首要问题,部分原因在于美国人开始相信伊拉克局势已经有所变化:“增派”军队似乎已经威胁到叛乱份子,导致暴力事件的发生率有所降低。其中的含意非常清楚:那就是强权和武力解决了问题。

正是这种大男子主义式的推理导致美国陷入了这场战事。展示军事强权的战略力量是伊拉克战争的目的。可是事与愿违,这场战争却恰恰使战争的局限性暴露无疑。不仅如此,战争还损害了美国真正的力量源泉——那就是权威的道德地位。

近来的事态发展凸显了布什政府策略中的风险因素。除非想再次违反国际法,否则美军显然可能在选择从伊拉克撤离的时机问题上身不由己。现在,伊拉克方面要求美国在12个月内撤出战斗部队,而所有部队必须在2011年全部撤离。
