墨西哥的启示

今年7月2日,墨西哥举行总统大选,引发了一场剧烈的政治斗争。在宣布保守派竞选人卡尔德隆以不到1%的优势成为赢家之后,其民粹派对手洛佩斯立刻声称有舞弊行为。过去两个月来,数千名最狂热的洛佩斯支持者们把墨西哥城的中心广场实际上变成了一个帐篷的海洋,使之成为反对官方大选结果的重心。

9月1日,几十名反对派议员在电视黄金时间制造了一起轰动事件。他们占领了墨西哥议会大厦讲台,从而阻止了即将卸任的福克斯总统亲自发表他最后一次的国情咨文演说。四天后,墨西哥最高选举法院裁决福克斯不恰当地干预了选举,但是再次一致确认了卡尔德隆的胜利。洛佩斯誓言要在从12月1日卡尔德隆就任总统之后阻碍其履行总统职务。

人们可以通过观察一个国家如何应付危机来了解该国的基本稳定程度。类似的选举冲突2000年在美国以及2004年在乌克兰也发生过。在激烈的总统选情结束后,这两个国家的大量选民都质疑结果的合法性。两国的最高法院都不得不对重新记票的要求做出裁决。
