CAMBRIDGE – Por primera vez en varias décadas, un senador estadounidense será el próximo presidente de su país, ya que los tres candidatos que quedan – Hillary Clinton, Barrack Obama y John McCain – son miembros del senado. Si bien los legisladores tienen muchas capacidades de liderazgo, su habilidad para administrar generalmente no se ha demostrado. Los senadores manejan una plantilla de aproximadamente 100 personas y un personal de campaña de varios cientos. Pero, ¿pueden administrar un poder ejecutivo donde trabajan millones?

La teoría administrativa contemporánea tiende a distinguir entre liderazgo y administración y hace más hincapié en los líderes. Se describe a los administradores como aquéllos que simplemente siguen procedimientos y buscan estabilidad, mientras que los líderes toleran el riesgo y crean cambios. Las organizaciones los necesitan a ambos, pero los líderes son más importantes. Como dice un experto, una coalición con buenos administradores pero malos líderes no tendrá éxito. Los buenos líderes construyen equipos que combinan estas funciones y se aseguran de contratar subordinados que puedan compensar las deficiencias administrativas del líder.

Recientemente ha habido un interés renovado en los líderes como administradores. Después de todo, la visión sin aplicación no es efectiva. Los líderes requieren suficientes habilidades administrativas para garantizar que existan sistemas que suministren la información necesaria para tomar buenas decisiones y realizar una aplicación efectiva. Un líder eficaz administra y da forma al contexto de las decisiones creando y manteniendo sistemas bien diseñados.
