在弗拉基米尔·普京领导下的俄国,政治自由正逐渐消失,这让全世界的人忧心忡忡。实际上,唯一不关心独裁主义蔓延的恐怕就是俄国人自己。

比起政治自由,俄国人似乎更看重社会福利-养老金、家庭暴力、儿童权利或警方暴行。实际上,多数俄国人对政府剥夺公民的言论自由和抗议权利显得漠不关心。这种冷漠让我在履行国家杜马(议会)赋予的保护政治权利的职责时面临着重重困难,甚至根本就寸步难行。

监察员是沟通政府和百姓的桥梁,负责解决国家机构和公民间产生的矛盾。我的办公室不仅对俄国公民开放,对外国人和无国籍者也同样敞开大门,只要他们觉得政治权利受到了侵害。我们不仅遵循俄国宪法规定的条款,国际法原则和人权标准在我们这里同样适用,即便它们有时会与宪法产生冲突。
