凯恩斯1936年出版的《就业、利息和货币通论》给了政府应对经济崩溃引起的失业的理论工具。不过,在这篇为时更早的论文中,凯恩斯区分了暂时经济故障引起的失业和他所谓的“技术性失业”。技术性失业是指“因节约劳动力的新办法的发明快于劳动力新用途的寻找导致的失业”。

凯恩斯认为,在未来,我们将越来越多地面对技术性失业。但他指出,技术性失业的出现带给人们更多的是希望而不是失望。因为这至少表明发达世界走在解决“经济问题”的道路上,有助于打破稀缺性问题的藩篱,将人类带出生活艰辛的宿命。
