解决科索沃问题是欧洲的责任

一年前的2008年2月17日,科索沃宣布独立,而且到目前为止已经有掌握世界经济实力近60%的超过50个国家承认了科索沃独立的事实。许多人惧怕的种族暴力基本上得以避免,而塞族人也并未像某些人预计的那样大批离去。《解决科索沃地位问题的综合建议》(亦称“阿赫蒂萨里计划”)规定对科索沃独立进行国际监管,目前这项计划也正在逐步实施。一个大规模欧盟平民使团也已经部署完毕。

但不幸的是,我们至今仍无法将恶性冲突这一页彻底翻过去,这次冲突导致了太多的悲剧,而且它已经在太长的时间里造就了巴尔干的动荡局势。可是这个问题得不到解决,因为塞族人拒绝接受新的现实,而且在为阻止局势正常化尽一切努力。

遵照塞族政府的命令,只占总人口5%的科索沃塞族人拒绝与科索沃政府和欧盟使团合作。借助这样的做法——而这正是讽刺意味之所在——塞族人自己正在阻止《阿赫蒂萨里计划》中所预见到的广泛的群众权利早日成为现实,而这些权利能为他们带去正常和安全的生活。从国际角度看,塞族——在俄罗斯的强力支持下——积极阻止科索沃加入联合国和其他全球或者地区组织的脚步。
