TOKYO – È passato quasi un anno da quando il Primo Ministro Shinzo Abe ha lanciato il suo piano per risollevare l’economia del Giappone da un ventennio di deflazione e recessione. Come è andata l’“Abenomics” finora?

Per rispondere a questa domanda è necessario scomporre l’ Abenomics nelle sue tre componenti –un massiccio allentamento monetario, una politica fiscale espansiva ed una strategia di crescita a lungo termine- che Abe, riferendosi alla storia di Motonari Mori, un daimyo (signore feudale) del XVI secolo, ha chiamato le “tre frecce”. Secondo la leggenda, Mori diede l’ordine a ciascuno dei suoi tre figli di spezzare una freccia a metà. Dopo che questi riuscirono a svolgere la prova, disse loro di legare le tre frecce insieme, e rompere l’intero pacchetto in una volta; nessuno fu in grado di farlo.

Come le tre frecce di Mori, le tre frecce dell’ Abenomics dovrebbero rafforzarsi a vicenda. Ma le frecce di Mori sono state legate insieme in parallelo, mentre le frecce della politica di Abe sono collegate da relazioni strutturali di fondo. Mentre la prima e la seconda freccia mirano a trasformare il percorso di crescita reale del Giappone, la terza opera sulla crescita potenziale dell’economia, cosa che presuppone l’utilizzo ottimale di tutte le risorse e le tecnologie disponibili.
