我宁愿俄罗斯变成一个令人乏味的国家,至少在今后的几十年中。二十世纪的俄罗斯创造了一份不容质疑的纪录,包括经历了各种各样的动乱剧变和社会实践,吸引了全世界的关注目光。现在该是暂停的时候了。

在2003年上半年前,我们似乎还可以不费吹灰之力地达成这个目标,至少很有可能达到。受命驻莫斯科的外国记者还曾抱怨普京管理下的俄罗斯波澜不惊,无甚可报道。俄罗斯的经济投资呈高速发展。不幸的是,俄罗斯当权者还未习惯这种状态,隔不了多久他们总要做出些让本国和世界各国目瞪口呆的惊人之举。

恐吓你的人民使他们屈从听命的最有效方法是逐步灌输安全丧失感,此法同时亦能吓跑潜在投资者。通常,困扰投资者的问题不是一个政权民主与否,投资者需要并且在意的,是稳定且可预见的政策。
