把非洲的复兴之路保持下去

发自蒙罗维亚——近十多年以来,大部分非洲国家都取得了进步。经济增长持续增加,贫困人口不断下降,而民主管治的范围则不断得到延伸。然而这一进程如今却因全球经济危机而面临中断,因为本应不断扩大以实现上述发展的投资,出口和援助额都残遭削减。

当国际社会的目光还停留在达尔富尔、索马里和津巴布韦的问题之上时,加纳、坦桑尼亚,莫桑比克和利比里亚等一批非洲国家的经济形势已经悄悄发生了逆转。许多非洲国家的经济增长率一般都会超过5%,而实现这一点的关键则是更有力的非洲人领导和更可靠的政府管治。事实上相较于1980年代非洲只有3个民主国家的尴尬境况,如今已经有超过20个非洲国家实现了民主政治。这些国家都拥有更具竞争性的选举,人权也获得了改善,且媒体也更为自由。而上述进步都是拜逐渐增加的有效发展援助所赐。

让我们看看利比里亚所发生的一些情况。在持续14年的毁灭性战争中走出来的人们面临着巨大的挑战。 我国的民选政府因此也连同国际合作伙伴以及接踵而来的私人投资者,大家共同携手希望把局面扭转过来。
