美国的债务上限乱局

发自纽约——当希腊主权债务危机威胁到了欧元的生存之时,美国官员致电欧洲方面以表达对后者无力解决这一事件的困惑。如今反过来是美国领导人接到了这样的电话。虽然最近一次美国债务违约的威胁警报已经解除,但这仅仅是暂时而已,因为另一场斗争将在明年年初美国政府债务上限必须再次调高时爆发。

在欧洲,危机的根源来自于一个单一政治联盟的缺位,因为这是分担债务并以此将欧元构筑在一个合理基础之上的必要前提。但美国的危机则表明政治联盟并不是根治危机的一副灵丹妙药。数周以来,众议院的共和党议员威胁要让政府继续停摆下去——因此政府也无法在10月17日的到期日之后延长其借款授权——以挑战由国会大多数通过并得到最高法院支持的相关法律。

在欧元区,反对的声音主要来自这些需要重新筹钱偿还的债务是如何产生的——也就是说,它们是否与议定的债务上限相抵触。在美国,斗争的核心则是这些资金究竟将用在何种用途。两者的区别其实归根究底也不大,而且也都不应该掩盖了真正的危机:在一个高公共负债时代下的民主自我治理问题。
