在红色高棉屠杀了柬埔寨七百万人口中四分之一的三十年后,审判仍然在世的承担最大责任的领导人的法院即将开启大门。

根据联合国和柬埔寨政府的一项协议,13名外国法官和检察官同17名柬埔寨同仁一道供职于这个法院。这一折衷的法学家团体将会在七月份的第一个星期开始进行国际司法中的一项非同寻常的实验。在未来的三年里,这一被恰当命名的特别法院将寻求为二十世纪最为严重的种族灭绝之一确定法律责任。其中两名可能受到审判的是波尔布特最亲密和权势最大的同党,即红色高棉领导人农谢和前负责外交的副总理应沙里。

准备这一法院的时间旷日持久,断断续续拖延了九年多。因此,这一法院的存在本身就值得庆贺。但是,对审判的考验是,它们能否以及人们是否会认为审判以事实为依据,不偏不倚并符合国际标准。
