日本的自卫防御

美国剑桥—二战结束以来,日本一直由美国起草的“和平宪法”治理,其中的第九条禁止日本参与战争,也限制了日本的自卫力量。如今,首相安倍晋三正在寻求立法让日本重新解释宪法,纳入“集体自卫权”,使日本能够强化与其他国家,特别是其最紧密盟友美国的联系。

批评者认为这严重偏离了七十年来的和平主义。但安倍的核心目标——提高日本响应未达到武装袭击程度的威胁的能力并重新定义宪法第九条所允许的自卫措施——实际上相对比较温和。

担心这一举动会导致日本卷入遥远的美国战争同样有过分渲染之嫌。事实上,精心修改后的规则禁止这样的动作,尽管它允许日本就直接的安全威胁与美国开展更紧密的合作。
