第一种情景是,参与者考虑一个有所谓“特大城市”主宰的世界,治理主要由大型都市圈来管理。第二种可能是强大的中央政府使用大数据来加强控制。而在第三种情景中,中央政府从根本上十分脆弱,市场——以及主宰市场的企业——提供几乎所有服务。
