坎布里齐——巴西最近举办了互联网管理领域首届全球会议NETmundial,有800名政府、企业、民间社会组织和技术界代表与会。在“多利益相关者”的理念基础上,此次会议拿出了一份12页的“成果”文件。

然而会议结束时,仍然没有就全球网络治理问题达成共识。许多政府主张继续沿用联合国表决的传统程序进行全局决策,捍卫政府控制国内网络活动的权利。

从某种意义上讲,这并不值得大惊小怪。 毕竟,虽然互联网是种复杂、发展迅速且包罗万象的全球资源,但它的历史还不是很长。虽然万维网的构想起源于1989年,网站数量突飞猛进、互联网科技开始改变全球供应链还仅仅是近15年的事。从1992年起,网民数量从一百万激增到近30亿,互联网成为经济、社会和政治生活的基石。
