美国剑桥—中国崛起给西方造成了很多问题,一些人担心中国是否意在夺取举步艰难的欧洲的全球领导角色。某专栏作家指出,“欧洲政府在东亚没什么事可干,无非是为本国企业当好营销经理。”欧洲既没有外交分量,也没有军事实力可以在东亚留下痕迹,最好还是把重点放在美国身上。但事实并非如此。

对欧洲来说,中国崛起的影响是深远的,其起始点是美国战略性“转向”亚洲。欧洲身为美国最重要着眼点已有70多年,但在美国决策者眼中,它正在失去这一超然地位。此外,欧洲销售与美国在亚洲的安全角色相冲突的高科技军民两用产品也必然会造成摩擦。

尽管如此,关于大西洋合作伙伴关系正在销蚀毫无疑问是言过其实的。很能说明问题的是,美国总统奥巴马政府已经将隐含离开含义的“转向”一词替换为“再平衡”。这一变化反映出美国认为中国经济主宰力的增加并非欧盟重要性的对立面,欧盟仍是世界最大经济实体,也是经济创新的主要源泉,更不用说人权保护方面的价值了。
