欧元区的十字路口

巴黎—2014年即将来临,金融市场十分平静,欧洲政客们大舒一口气,但在引发过去四年的危机的根本性问题依然存在,现在是时候纠正它们了。这是两篇最新的重要文章的观点,其中一篇来自一个由德国经济学家、律师和政治学家所组成的名叫“格里尼克集团”(Glienicker Gruppe)的跨党派组织,另一篇来自前国际货币基金组织(IMF)、现普林斯顿大学和欧洲智库布吕格尔(Bruegel)的阿肖卡·莫迪(Ashoka Mody)。

但是,除了必须采取行动之外,两篇文章的作者几乎没有共同点。格里尼克集团指出,欧元区的生存需要有共同预算的政治联盟。莫迪说欧盟的联邦计划五年来从未令人满意,唯一能取得进展的方式是放弃协调国家政策,转而追求分散化的联盟。

他们的共同前提是正确的:对欧元危机自鸣得意是错误的,目前所采取的的纠正措施远远不足以确保持续的稳定,应该利用当下的喘息之机设计欧盟的永久基础。此外,德国出现了跨党派执政联盟,欧洲也将在5月的欧洲议会选举后迎来新的治理集体,这给新思维开启了一扇窗。
