马德里—如果房子地基出现裂缝而不加修补,裂缝就会不断扩大,最终破坏房屋结构,使其无法居住。此时,住户就必须搬到别的房子里。但世界人口不可能搬到别处去。房子尽管很贵,仍然是可换的;但地球不行。

多年前我们就知道,气候变化就是地球这幢房子地基上的裂缝。国际气候变化委员会(Intergovernmental Panel on Climate Change,IPCC)自1988年以来就在研究这一现象。二十二年前,联合国气候变化框架公约(Framework Convention on Climate Change,UNFCCC)诞生;如今,195个国家同意通过限制全球升温幅度在2℃内以防止危险的全球变暖。

但我们仍走在危险的老路上。IPCC计算,到本世纪末,气温可能大幅上升3.7至4.8℃。裂缝正在扩大,而一些世界居民——特别是最脆弱群体——已在目睹水淹家园。谁应该对此负责,谁应该为停止变暖买单?
