马德里—欧洲议会选举反映了选民极其沮丧、不满并且对欧盟和国家政府信心不足。欧盟机构将面临负面情绪日益增加的立法机构,而日渐兴起的欧洲怀疑论也必然会对国家政策形成深远影响。如果欧盟想重新赢得民众的忠诚,就必须倾听民众的声音并采取行动。必须井然制定战略当务之急的计划。

毋庸置疑,必须把经济放在首位。在一体化的新工具方面已经取得了重大进步,如欧洲稳定性机制(European Stability Mechanism,ESM)和银行联盟 。但还有许多需要做。

即将产生的欧盟委员会必须果断刺激经济增长和就业,以使南欧国家的赤字和债务削减目标与增长政策向协调。最终,唯有增长能让财政实现长期可持续。欧盟委员会还必须实施积极的劳动力市场政策以抑制失业,特别是年轻人失业。活力、需求和消费的恢复取决于这一政策的成功。
