亚洲的历史恩怨

东京—一国外交政策的首要目标应该是促进其国家利益。但是,在亚洲大部,国家利益——不管是构建商业关系还是增强安全——常常屈服于历史和民众印象。正如美国副总统拜登在其日本、中国和韩国之旅中刚刚发现的,美国小说家福克纳的观察——“过去永远不会死去。过去甚至不曾过去”真是再正确不过了。

这方面的一个人所共知的例子是印度和巴基斯坦关系。印度总理辛格和巴基斯坦总理沙里夫都看得到加强双边贸易联系的巨大的潜在经济潜力,他们所寻求的进展也显然符合双方的国家利益。但他们的友好外交姿态很快就被无法接受这一道理之人从中作梗,甚至不惜发动恐怖行动和军事入侵来破坏。

但亚洲的历史问题并不只限于公共观点直接影响政府行为的民主国家。中国和越南之间也有悠久而苦涩的历史恩怨。已故的武元甲——他领导越南战胜法国和美国赢得独立——在晚年一直反对中国对越投资。
