两面三刀的日本官僚

安倍晋三首相领导的自民党在不久前日本上议院的选举中大败,舆论哗然。但是,随着选举之战的硝烟散去,真正的赢家显露出来,既不是最大的反对党日本民主党(DPJ),也不是选民,而是日本的官僚在举杯庆祝。

这些官僚的势力根深蒂固,他们的目的是阻挠安倍大规模的公务员制度改革计划,因为这些计划旨在限制他们退休后下海到自己曾经管辖过的公有或私有公司担任油水丰厚的职位。他们还想阻止安倍解散和私有化他们的核心“封地”——社会保障局。在这场斗争中,官僚们选择与DPJ结盟(至少在公众的眼里),因为该党提议将社会保障局与国家税务局合并。这样的提议可以保住以前的雇员在政府内的工作。

自民党的选票缩减在很大程度上可以归咎于安倍对养老金基金问题的处理欠妥,特别是他在去年12月不够及时地承认知道5000万养老金文件“失踪”的事情。此前还有一些较小的有关滥用政治资金的丑闻,导致安倍内阁部长中两人辞职,一人自杀。
