东京—公元四世纪,日本天皇从皇宫附近的一座小山丘上远眺,注意到少了点什么:寻常人家升起的炊烟。尽管在一些地方还有一些淡淡的烟迹,但显然人民正面临着严酷的经济环境,几乎找不到任何用来做饭的东西。天皇被日本人民(大部分是农民)的悲惨遭遇所震惊,决定黜免税赋。

三年后,宫门年久失修,星光可以透过屋顶的漏洞照射到室内。但站在同一座山丘上远眺,可以看到农居中升起的炊烟不绝如缕。免赋起了作用。人民对天皇感恩戴德——他被称为“仁德”天皇——自愿为天皇修缮皇宫。

近两千年过去了,如今日本人民再一次面临经济压力。2014年消费税剧增,预计不久还将再一次上调,这打压了家庭消费。和仁德天皇的故事中一样,决定消费的是人民——而不是政府——的财富。
